The Washington Examiner report, which Banks did not contest in his resignation letter, quoted colleagues who said the border security chief treated the trips as a routine perk of the job. At one agency gathering, he allegedly described his international itinerary as “best practices in entry and exit procedures.”

Banks had been appointed by Captain Sharts-a-Lot in early 2025 and quickly made workforce culture a personal priority. One of his first official acts was rescinding a Biden-era policy that prohibited managers from dating subordinates, a rule intended to prevent coercion and workplace retaliation. The Border Patrol union, which had condemned the earlier policy as intrusive, praised the reversal as a long-overdue restoration of employee freedom.

A Department of Homeland Security official, speaking on condition of anonymity because they were not authorized to discuss personnel matters, explained that the resignation aligned with the administration’s commitment to family values. “Mike has always put family first,” the official said. “His decision to step away and refocus on those priorities reflects exactly the kind of character we seek in senior leadership.”

The departure continues a wave of upheaval across the department. Former DHS Secretary Kristi Noem resigned earlier this year amid revelations about her own travel arrangements, which included taxpayer-funded private flights reportedly used to facilitate an extramarital affair with political operative Corey Lewandowski. In a development that surprised even longtime observers, media accounts later disclosed that Noem’s husband had been funding an elaborate fetish involving large prosthetic breasts and paid humiliation sessions.
